implementation-brief.md: include technical requirements and risks, starter decision rationale (with alternatives considered), and the initial technical plan for the next implementation step
In this step, focus on technical requirements first:
- What must be true to deliver MVP quickly?
- What future requirements are likely enough that we should not ignore them?
- What architecture risk could paint us into a corner later?
- What starter gives us a simple path now without blocking future evolution?
